This seems to be a problem with many Japanese students of English. I am afraid some English teacher long ago started teaching this incorrect phrase and it has since been passed on to many teachers, who have passed it on to their students.

OK

Have you ever eaten sushi?

This is the proper form of the question.

OK

I have eaten sushi.

This is the proper positive statement.

OK

I have never eaten sushi.

This is the proper negative statement.

WRONG

I have ever eaten sushi.

In English we do not say 'I have ever...'

'I have never...' is used for the negative case and
'I have...' is used for the positive case.
